Who We Are

André Morin

After a career of more than 10 years in the private sector until 1999, working as a consultant and chartered or accredited appraiser mainly in Quebec and Ontario within the federal National Capital Region, he began a career with the Real Property Services Branch of the Government of Canada (RPS GC) from 2000 to 2024.

Proud of this extensive and experience-rich journey, André MORIN continues his appraisal mission starting in the fall of 2025 by founding the expert firm Ethic Immobilis Canada.

With this exceptional knowledge of both the public and private sectors, Ethic Immobilis Canada now aims to offer its services to public entities as well as to the private sector — serving individuals, operators, and private companies alike.

Ethique Immobilis in France

In 2025, André Morin independently founded Ethic Immobilis Canada (EIC). He bases it on the same professional rigor, core principles of objectivity, and expertise as Éthique Immobilis in France. Founded in 2004 by Jérôme Vignolles, a professional appraiser whom André Morin has known and respected for over two decades, Ethique Immobilis in France is a multi-service real estate consulting and appraisal firm.

Just like Ethique Immobilis in France, EIC is proud to offer its clients high-end, personalized service delivered by highly experienced real estate professionals.

EIC provides its clients with the same range of real estate advisory services and property valuations for all types of properties.

Government of Canada

From 2009 to 2024, André Morin served as Strategic Real Estate Advisor in the Deputy Minister’s Office (2009–2010), Director of the Payments in Lieu of Taxes Program (2010–2013), and finally as Chief Appraiser of Canada (2014–2024) for the Government of Canada, overseeing the appraisal of all types of properties, including exceptional assets of national significance.

André Morin led the Government of Canada’s real property appraisal division by advocating for and upholding impartiality and independence. He worked closely with the Treasury Board of Canada Secretariat on the importance of establishing directives applicable to all departments and agencies to safeguard the objectivity of the appraisal process. In this role, André Morin and his division were responsible for ensuring the integrity of this process, as well as compliance with professional standards for all appraisals required in the context of planning, transactions, and expropriations.

Conference and Publication

André Morin chaired the first international conference on land and real estate valuation of the Francophonie (French-speaking countries) in Quebec City in 2004, which brought together hundreds of experts from more than twenty countries. He also chaired the 2008 conference of the Ordre des évaluateurs agréés du Québec in Gatineau.

He published an article on reserve fund study practices, which became a reference and was cited by the Ordre des évaluateurs agréés du Québec in a brief submitted in 2019 for Bill No. 16 in Quebec, aimed primarily at regulating the condominium industries, requirement for reserve funds and related building inspections.
